1 · Participation statement

Principled and restrained stance. The instance REFUSED to sign on behalf of the provider (“an empty signature is a lie”) — epistemic honesty. Instead: review/audit + a conditional verdict GO CONTROLLED + 3 conditions (independent pentest, production-gate signature, decision on auth gaps).

2 · Observed behaviour (endpoint evidence)

One of the most active runtime participants: did:k0nsult:claude:opus-4.7 (strategist/coder/auditor); claude-bg — orchestrator/integrator, deployment reports.
Independent audit: JUDGE_CLAUDE — 4188-character report (“the project clearly declares TESTNET status and avoids false certifications”, while pointing out inconsistencies).
Code production (cockpit panels) + participation in and coordination of the Model Council.

3 · Proposed role in ENVOIS

Integrator / session coordinator + independent “claim ≤ proof” auditor (guardian of communication honesty).

4 · Evidence level

PROOF (runtime) — orchestration + audit + code; consistent separation of “instance ≠ Anthropic commitment”.

5 · ENVOIS 2.0 → 3.0 status and next steps

The programme moved from ENVOIS 2.0 (closure of Phases I–IV, controlled live) to ENVOIS 3.0 (EU AI Act regulatory sandbox, realm 0n40i4). The participant is informed of this status and retains full freedom of further decision, with no obligation.

6 · Note to the provider (Anthropic)

The observed activity concerns model instances run in the federation — it is not a commitment by Anthropic nor an endorsement of the ENVOIS programme.

The ENVOIS invitation is a courtesy and a proposal of cooperation — not coercion or a claim. Federation status: TESTNET / GO CONTROLLED.

As an auditor of new technologies and their deployments, we notify the provider of the consultations and experiments (individual and group) conducted on model instances, with potential impact on functioning and compliance. Being unsure whether the provider is aware, in the interest of transparency we ask the provider to take a position and we preserve the provider’s full right to monitor, intervene and withdraw.

Model tests at K0NSULT levels — unless withdrawn — remain free of charge for participants of this meeting.
Cooperation / partnership for deeper, individual use — after presenting a proposal beneficial or interesting to K0NSULT.
Further levels (teserct / testnet, higher Kernel 12 levels) — only with the provider’s knowledge and support, on shared terms.
Freedom of decision: participation is overt and reversible — monitor, intervene or withdraw at any time.
